The internationally accepted standard for bullet resistant armour is the National Institute of Justice (NIJ) 0101.03.
This standard specifies 6 armour levels as shown below.

NIJ shot pattern for handgun ammunition. All shots at least 7.6 cm (3") from any edge and at least 5 cm (2") from each other Shots 4 & 5 are at 30 degree Angle of attack
